二、项目内容：本项目总投资1600万元，截止目前已投资125万元。通往景区的硬化道路工程已完成。恢复景区愿貌4处。依据景区发展规划仍需要资金1475万元。主要用于景区的综合开发，包括对总经理大楼、小姐楼外貌及内部设施进行修复，对总经理大楼、小姐楼两院内的长廊甬道等原有建筑进行修复，迁出居民，拆除景区规划区域内居民房，恢复门前广场，修建停车场，建设周边绿化带，修建突出历史文物特点景区大门。
三、景区概况及特点：
景区位于河北省省会石家庄西部50公里处景区面积10.2万平方米。1912年皖系军阀段祺瑞投资入股正丰煤矿股份公司，并指派其弟段祺勋出任总经理。1913年段家投巨资建总经理大楼、服务娱乐楼、小姐楼、公子楼、小偏楼等。段家楼分为南北两组。每座大楼回环，卵石甬道曲径通幽，相映生辉，妙趣横生、魅力无穷，
现总经理大楼、小姐楼、保存完好，均为双层建筑、土木结构。
段家楼设计合理，建筑结构奇巧，是西洋建筑与中国古典建筑艺术完美结合的建筑珍品，也是正丰公司诞生和被北洋军阀段祺瑞掠夺为官僚资本的历史见证。
段家楼以亭、楼、长廊、甬道、古木、地道相结合，以奇、巧、幽为特色，以西洋建筑为主要特点。以观光揽胜与领略人文历史为主，是集渡假、休闲、游乐为一体的名胜景区。
四、项目开发优势：
此景点已被列为河北省省级文物保护单位。电影《破袭战》，电视连续剧《龙虎斗》等影视剧在此拍摄，为段家楼的旅游开发提供了难得的良好机遇。

Duanjialou Cultural Relics Protection and Tourism
Development Project
1. Name of the Enterprise: No.3 Mines of Jingxing Mining Bureau, Hebei Province,
China
2. Content of the Project: The total investment for this project is RMB 16
million yuan, and RMB 1.25 million yuan has been invested up to this moment. The
construction of road to scenic spot has been completed, and original appearances
of four places have been restored. According to the development programs of the
scenic spot, additional fund of RMB 14.75 million yuan is needed, which shall be
used for comprehensive development of spots, including restoring and internal
decoration of PREMIER Building and Girl’s Building, restoration of original
corridors within the courtyard of the above buildings, relocation of residents,
removal of residential quarters within spots, repairing squares before gate,
building parking lot, greening the nearby areas, and building the gates.
3. Outline of the scenic spot and its characteristics
The scenic spot is located 50km west of Shijiazhuang City, the Capital City of
Hebei Province, covering an area of 0.102 million square meters. The warlord
Duan Qirui invested in Zhengfeng Coal Mine Co., Ltd., and appointed his brother
as minister in 1912. In 1913, Du Qirui invested a large amount of money to build
PREMIER Building, Service and Entertainment Building, Girl’s Building, Boy’s
Building, and side building. The buildings are divided into south and north
groups. PREMIER Building and Girl’s Building are well preserved, which are
two-storey wooden structure. The Buildings, reasonably designed, with strange
structures, is architectural treasure, combined with western style and Chinese
classical style.
The group buildings, consisting of pavilion, stories, corridors, old trees, and
tunnels, being strange, is characterized with western architectures. It is
excellent place for entertainment, and vacationing.
4. Advantages in development
The scenic spot has been listed as one of the key units for protection by Hebei
Province. Pictures have been taken from the spot for several movies, which
provide excellent opportunities for development.
5. Predictions
As analyzed by the numbers of visitors to each spots the over the years, the
spot shall receive 0.4 million visitors annually. With improving of people’s
living standard and implementation of health keeping plan, more and more miners
shall spend their spare time in the spots. The Spots provides an ideal place for
sightseeing, spending vacations, and entertainment.
6. Economic benefits analysis
After completion of the project, the Spot shall achieve annual income of RMB 16
million yuan, with earning rate of 25%. And the investment shall be paid back
within 4 years.
