一、 项目内容
项目总投资为429万美元，其中固定资产投资为356.7万美元（包括建筑工程115万美元，设备费用137万美元，安装工程费19.6万美元，其它费用85.1万美元），流动资金72.3万美元。采用能耗低、投资省、运行可靠且有自动化控制的新技术、新设备，充分利用原有设施，将Φ2.75×9m机立窖改为Φ3.2×12m机立窖，并对现有生产机进行必要的工艺完善与配套。该项目主要利用当地工业废渣，生产优质水泥。项目建成后水泥产量可达到30万吨。
二、 市场分析
据统计，我国的水泥消费构成主要有三部分，即基建、主产和农村用水泥。目前三者的比例约为25:30:45左右，面农村用水泥的比例有逐年增加的趋势。随着立窑水泥生产工艺的不断完善和技术进步，尤其全面推广“14项”新技术的节能升级改造后，先进现代立窑企业脱颖而出，因产品质量优良和生产成本低，而出现强劲的市场竞争优势。因此，技改的迁西水泥厂有良好的市场前景。

四、承办单位概况
唐山市金德水泥有限公司的前身是迁西县水泥厂，始建于1970年，现有固定资产1984万元人民币，占地面积85000平方米，职工总数353人，管理技术人员40人，现已形成设计能力年产熟料15万吨，水泥产量20万吨。生产的“飞燕”牌水泥，倍受广大用户青睐，其中425#矿渣硅酸盐水泥属国家质量认证产品。该厂从1997年开始研究开发利用当地工业废渣2.77万吨，有效的改善了滦河流域的环境污染问题，并取得了良好的经济效益、环境效益和节能效益。

（一）生产所需原材料县内及邻县可满足供应。
（二）供电：项目完工后全厂总装机容量为4197.3KW，需增装机容量2330KW，供电局已同意增容。

I. Project Content
The total investment is US$ 4,290,000 including fixed assets of US$ 3,567,000
(among it, the building fee is US$ 1,150,000, the equipment fee is 1,370,000,
the installing fee is US$ 196,000 and the other fees are US$ 851,000) and
current assets of US$ 723,000.It will make the Φ2.75x9m vertical kiln
intoΦ3.2x12m one by using the oringinal equipments, new technology and
equipments. And the existing productive facilities will be transformed and
completed in order to realize the output of 300 thousand tons of cement.
II. Market Analysis
According to statistics, the cement is mainly used on capital construction and
production and in rural area of our county and their proportion is 25:30:45. The
cement for rurual area has increased year by year. The factory has more
excellent market prospect with its good quality and low cost after the technical
innovation.
III. Economic Benefits Analysis
Calculating the following in accordance with the annual output of 22.2thousand
tons of 425# cement and 78 thousand tons of 525# cement.

IV. Current Status
Tangshan City Jinde Cement Co., Ltd. Whose predecessor is Qianxi County Cement
Factory was built in 1970 and is under the jurisdiction of Tanshan City Jinzxi
Steel-iron Group. It has fixed assets of RMB 19,840,000 yuan, land area of
85,000m2 and 353 employees including 40 technicians now. It has formed the
productive capacity of 150 thousand tons of clinker and 200 thousand tons of
cement. Its "Fei Yan " Brand Cement is in the consumer's eyes. The factory has
researched and developed to produce cement by using industrial waste material
since 1997 and it has come into success. It can use 27.7 thousand tons of waste
residue now, which improves the pollution in Luanhe River and obtains good
economic and environment benefit.
V. Investment Environment
1.The supply of material is ensured by our county and the neighbor counties.
2.Power supply: The installed capacity is 4197.3KW after the innovation. It will
increase capacity of 2,330KW. And the power supply bureau has approved it.
3.Water supply: There are two motor-pumped wells which can satisfy the
requirements of the production and lives.
4.Transport: The factory is close to Fengdong Road, 26 km south from Jingha
Railway and 10km north from Daqin Railway.
