资金来源：我方以土地、水、电、路、讯、排污等配套设施及部分现金投入，计4770万美元（折合人民币39495.6万元）；拟利用外资19079.26万美元（折合人民币157976.24万元），出资方式：现汇。
四、市场分析
我国造纸工业原料以草纤维为主，难以生产高的纸张，产生的污染大。因此，我国造纸工业“十五”计划对造纸原料结构进行了调整，提出逐步实现以木浆为主、扩大废纸回收利用，合理使用非木原料的战略决策。目前我国市场上需要的商品化学机械浆全部依赖进口，因此，本项目生产的商品化学机械浆将填补国内空白，市场非常为广阔。
五、建设条件
秦皇岛市抚宁县城北三里杨庄抚宁县工业规划区内，水电齐全。
六、经济效益分析
项目建成后，年可实现销售收入11767.63万美元（折合人民币97435.97万元），利润2700.76万美元（折合人民币22362.42万元）。投资回收期7.18年，投资利润率11.32％。

Content of Project:
To build a production line of chemical machinery pulp with the annual capacity of 300000 tons.
Estimation of Investment:
The total investment of project is USD$238.4926 million (in terms of RMB 1974.7148 million yuan), of which: the fixed assets is USD$217.8334 million (converted into RMB 1803.6607 million yuan), circulating capital USD$20.6592 million (converted into RMB171.0577 million yuan).
Resource of Funds:
Our side will invest in the form of part of cash as well as the fitted facilities as land, water, power, road, telecommunication, and drainage, which totals USD$47.70 million (converted into RMB 1579.7624 million yuan); USD$190.7926(converted into RMB 1579.7624 million yuan) of foreign capital will be needed.
Analysis of Market:
Since the straw fiber is , at present, taken as the main raw material for papermaking industry in our county, it is hard to produce high-quality paper. It also arouses severe pollution. Due to this, the raw material structure for papermaking has been adjusted in the 15th five plans for papermaking industry. A strategic decision of gradually realizing relying on the wood pulp, expanding the recycle and utilization of waste paper, rationally using woodless raw material, has been put forward. At present, on the domestic market of our country, the commercial chemical machinery pulp totally depends on import. Therefore, the chemical machinery pulp manufactured by this project will fill in the gap in China. The market is very board.
Conditions of Construction:
With the water and power supply in completion, it is located in the Industrial Planning Zone of Funing County Proper, Sanliyang Village, north of Funing Town, Qinghuangdao City.
Analysis of Economic Benefit:
After the completion of the project, the annual sales income will be USD$117.6763 million (converted into RMB974.3597 million yuan), the profit will be USD$27.0076 (converted into RMB 223.6242 million yuan). The recoup period of investment is 7.18 years; the profit rate of investment is 11.32%.
