中国唐山奶业科技园项目简介
中国唐山奶业科技园位于河北省唐山市丰润区城南，是全国唯一的、综合的、一流的奶业高科技园区，由中国农业大学规划设计，2002年8月在北京通过专家论证。园区规划占地面积1万亩，计划总投资6.7亿元，集良种奶牛繁育、奶业高新技术研发、奶业技术培训交流、奶牛标准化和规模化养殖示范、乳品加工为一体，主要建设项目包括良种奶牛繁育中心、奶牛示范养殖场、乳品加工厂、沼气和有机复合肥厂、饲料和饲草加工厂、青贮饲料配送中心、奶业交易市场等，目前良种奶牛繁育中心、奶业交易市场、有机复合肥厂等项目已经开工建设。园区被国家科技部确定为“十五”科技攻关项目奶牛良种繁育示范基地，2002年被河北省科技厅命名为省级农业科技园区。
中国唐山奶业科技园基础条件良好。1、区位优越，交通发达。园区距北京市、天津市、唐山市、秦皇岛市和京唐港、天津港、秦皇岛港等均不足150公里，并均有高速公路相连，京沈高速公路和连接京沈、津唐、唐港三条高速公路的唐山西外环高速公路两个出入口距园区均不足2公里，园区的北侧是102国道。2、基础设施达到四通一平标准。3、奶牛养殖基础良好。园区所处的唐山市丰润区是农业部确定的全国奶业发展重点区域之一，奶业发展具有良好的基础和优势。截至2002年底，全区奶牛存栏7万头，平均日产鲜奶520吨，奶牛存栏和鲜奶产量均位居河北省第一位，全国平原农区第二位。以其为核心，在50公里半径内奶牛总饲养量达到22万头。4、园区投资环境良好。制定了一系列优惠的招商引资政策和全方位的服务措施，营造了良好的、宽松的发展环境。
目前园区内需要招商的项目主要有：1、乳品加工项目。规划建设2家乳品加工企业，分别为乳制品一厂和乳制品二厂。其中，乳制品一厂计划投资1200万元，占地42亩，主要产品为奶酪，日处理鲜奶能力120吨；乳制品二厂计划投资1400万元，占地37亩，主要产品为酸奶，日处理鲜奶能力80吨。2、奶牛饮料饲草加工项目。设计年产奶牛混合饲料6万吨、预混料2万吨，优质牧草或秸秆压块1.8万吨。3、千头奶牛养殖场项目。规划2个千头规模的标准化奶牛养殖示范场，由良种奶牛繁育中心提供优质加拿大荷斯坦奶牛。以上项目合资、合作、独资均可。

Brief Introduction to Tangshan Scientific and Technological
Zone for Milk Industry of China
Tangshan Scientific and Technological Zone for Milk Product of China is located in the south of Fengrun District of Tangshan City, being the only one comprehensive and first-class hi-new scientific and technological zone for milk product. It is planned and designed by China Agricultural University, and passed the demonstration by the expert in Beijing. The Zone, with a planned area of 10000mu, and an estimated investment of RMB 670 million yuan, is engaged in milk cow breeding, development of high technology on milk product, technical training and exchange on milk industry, standardized, demonstration of large-scale cow breeding, and milk product processing. Main construction items includes a center for breeding good strains of milk cow, a demonstration cow breeding yard, a methane and organic fertilizer plant, a fodder and fodder weed processing plant, green fodder distribution centers, milk product market etc. And at present moment, the construction of the center for breeding good strains of milk cow, the methane and organic fertilizer plant and milk product market have already started. The Zone was designated by the Ministry of Science and Technology as “Demonstration base for breeding milk cow” during the “Ten-five year Plan” Period, and was names as “Provincial Agriculturally Scientific and Technological Garden” by Hebei Provincial Department of Science and Technology.
Tangshan Scientific and Technological Zone for Milk Product of China enjoys basic conditions: A. It enjoys geographical locations, with convenient traffic conditions. The Zone is less than 150km from Beijing, Tianjian, Tangshan City, Qinhuangdao City, Jingtang Harbor, Tianjin Harbor, Qinhuangdao Port. Being connected with Jingshen Expressway, it is less than 2km from two exits and entrances of Western Tangshan Outside Ring Road that connects with Jingshen Expressway, Jintang Expressway and Tanggang Expressway, with the National 102 Road in the north. B. Construction of basic facilities, such as road, water, steam, power, telecommunications, are all completed. C. The Zone enjoys favorable basis for breeding cow milk. Fengrun District of Tangshan City, where the Zone is located, is one of the key areas that develop the milk industry, which is designated by the Ministry of Agriculture, enjoying favorable foundations and advantages. By the end of 2002, the Whole District has 70000 heads of cow at stock, producing 520 tons of fresh milk daily. It ranks the first in terms of the number of cow at stock and the output of milk in Hebei Province, and ranks the second in the agricultural plains in China. With the Zone as the center, the number of milk cow being raised within an radius of 50km comes up to 0.22 million heads. D. The Zone enjoys favorable environment for investment. It has created favorable and loose environment for development by working out a series of preferential policies and taking all-round service measures on attracting foreign investment.
At present within the Zone, the projects that seek foreign investment include: A. Milk product processing project. It is planned to construct 2 milk product processing plants, i.e. No.1 Milk Product Processing Plant and No.2 Milk Product Processing Plant. No.1 Milk Product Processing Plant, with an estimated investment of RMB 12 million yuan, covers a land area of 42mu. It mainly produces cheese, with a daily handling capacity of 120 tons fresh milk. No.2 Milk Product Processing Plant, with an estimated investment of RMB 14 million yuan, covers a land area of 37mu. It mainly produces cheese, with a daily handling capacity of 80 tons fresh milk. B. Fodder Processing Plant. It produces 60000 t/y mixed fodder, 20000 t/y pre-mixed fodder and 18000 t/y high-quality forage grass or compressed stalk block. C. Thousands of milk cow breeding farm. It is planned to construct two demonstration farms for standardized breeding milk cow, and Hestan milk cow (from Canada) is to be supplied by Breeding Center for Good Strains of Milk Cow. For the above projects, cooperation may be in the forms of joint ventures, contractual joint ventures, or solely funded.
