安新县招商项目
泥土固化剂是一种全新的无机工程材料，又称土壤固化剂，土壤改性剂等，自二十世纪六十年代问世以来，产品逐渐成型，在众多的工程项目中获得应用，适合于绝大多数土壤及废弃物的固化，广泛用于公路路基、机场跑道地基、大中型水利工程，固沙工程，固化处理各种污泥等，效益明显，被美国《工程新闻》称为二十世纪伟大发明之一。
我国政府对此项目的引进开发十分重视，将“土壤固化剂引进开发和应用”项目列为在2010年前拟定实施的33项交通科技重点项目之一。（第19项）
我国向日本引进的节省资源型土质改良剂，“生态固化剂SC-100”是泥土固化剂的一种，具有施工便捷，大幅度缩短工期（可达目前工艺进度的7-8倍）适应温度范围大（-65℃-85℃）降低施工成本（30％以上）高强度、高耐久性、适用范围广、无污染，保护环境等特点。本项目已经过河北省计委以冀计外资[2002]170号文件批准了“研究报告”（由中国建筑材料科学研究院设计所、建筑材料行业生产力促进中心局制）。
现在，我公司已向日本专权人支付了技术转让费用，获取了该技术在中国的独家授权及生产、应用等专利技术文件。
在河北省安新县预征土地250亩，其中生产区150亩，服务区100亩，河北省保定市、安新县三级政府对本项目极为重视给予行政和建设条件等各方面的全力支持，并以极其优惠的政策支持本项目的建设投产。
本项目拟引进外资3000万美元，其中固定资产2000万美元，流动资金1000万美元，用于厂区、服务区的建设，生产、检测、施工专用设备、仪器等购置。
本项目的市场前景良好，市场容量大，具有技术出让方提出的50%左右的产品返销出口，国内无同类产品竞争，可保证市场占有的绝对优势。
本项目的经济回报良好，项目生产期平均投资利润为 85.18%，投资利税为119.28%全投资内部，效益率为54.70%（所得税后），如享受中外合作企业税制优惠，全部投资可在三年内（含建设期一年）收回。
本项目利用外资拟为中外合作企业形式，由我公司以土地使用权、专利使用权投入，外方以3000万美元投入，共同组建中外合作企业，合作期限十年。
我公司负责建设，经营本项目，并保证在三年内（含建设期一年）返还外方全部投资3000万美元，其后每年向投资方支付双方议定比例的利润。或从建设期一年后，每年按双方议定比例向投资方支付固定回报至合同期满为止。我公司以本项目及专利使用权作抵押，保证上述合作条件的施行。

Project Brief Introduction
Clay solidifying agent is a newly brand inorganic engineering material, also called as soil solidifying agent, soil modifying capability agent, etc. Since it came out in sixties in twenty century, the product has been gradually mature, and applied in many engineering projects. It is suitable for solidifying most of soil and wastes, applicable extensively for roadbed, air drome runway groundwork, large and medium size irrigation projects, samd-fixation projects, solidifying treatment kinds of dirt, etc. The project‘s benefits are distinctive. It was appraised one of the greatest invention in the Twenty century by the America “Engineering News”.
Chinese government attaches importance to the importing and development of this project. This “Soil solidifying agent importing, development and application” project has been listed as one of 33 items of important traffic and technology projects, and should be implemented before 2010. (item No.19)
This kind of resource economic type soil quality modification agent (Zoology solidifying agent SC-100) was imported from Japan. It has the following advantages: Construction convenient, shorten the project schedule greatly (can be quickly 7-8 times of the existing schedule), temperature adapting arrangement extensive (-65℃-85℃), construction cost reduction (more than 30%), high endurance, application scope broad, no pollution, protecting environment, etc. This project’ investigation report has been approved by Hebei Plan Committee Foreign Capital [2002] No.170 document of Hebei province plan committee. (The report was made by Chinese Construction Materials Science Academe, Construction Material Trade Production Promotion Center Bureau).
Now, our company had made payment for the technical transfer fee for the Japanese patentee, and acquire the patent technical documents which have exclusive authority for producing and application.
We have requisitioned the 250mu (Chines unit of area 1/15 of hectare) beforehand in Anxing county in Hebei, Baoding, Anxing three classes states provide the administration and construction condition conditions full support, and also give favorable policy to support the project.
The project is planned to import to import foreign funds Thirty million U.S Dollars. There into Twenty million for fixed assets, Ten million for circulation funds, used for construction of factory and service area, the purchasing of equipment and instruments, etc.
The project has good foreground, the market capacity is big. The patentee raised to accept 50% products imported from us. There are no similar products competitive in China, and make sure the product will have the absolutely market occupation rate.
The project has good economic return. The average profit margin is 85.18% during the project production period. The investment profit and tax rate is 119.28%, all put inside, the efficiency rate is 54.7% (after income tax). The project has the preferential tax for the Chinese and foreign county cooperation enterprise. All investment will be returned within three years (including one year construction).
The project is planed to be a Chinese-foreign cooperation type. We will invest the earth usage and patent, the foreign investor will invest the Thirty million U.S Dollars.
Our company will be responsible for construction and management. We guarantee that we will return all the Thirty million U.S Dollars to the foreign investors within three years. After we will pay the negotiated profit to the investor every year.
Or after one year construction, we will pay the negotiated fixed funds to the investors until the contract expiration.
Our company would like to mortagage this project and the patent to make sure the implementation of the above conditions.
