迁安市市区西出口滦河特大桥及引线工程
一、项目内容
迁安市区西出口滦河特大桥及引线工程是连接迁安市东部地区和西部地区的交通枢纽，是通往西部以首钢矿业公司为主体的带状工业园区的主要通道。路线全长10800米。其中：滦河特大桥长1800米，引线长9000米。道路按城市主干道Ⅰ级标准设计，桥梁城-A级，桥梁设计荷载：超汽-20，挂-120，道路路基31.6米，项目占地52万平方米。项目建成后，对经济社会发展将产生巨大的拉动作用。项目承办单位为迁安市交通局。
二、建设条件及效益分析
该工程可行性研究报告由中国市政华北设计院编制，经唐山市发展计划委员会以唐计投（2002）122号文件批复，河北省建设厅、财政厅、交通厅、以冀建综合（2003）33号文件批准设立收费站，收取机动车辆通行费。2002年12月26日被河北省重点项目办公室以冀重办（2002）51号文件列为河北省重点建设项目。工程总投资2385万美元，拟利用外资1500万美元。项目建成后，预计每年可收取机动车辆通行费450万美元，年纯收196万美元，投资回收期12.2年。

Super Large Bridge and its Approach Road over
Luanhe River in the western exit of Qian’an City
1. Content of the Project
Super Large Bridge and its Approach Road over Luanhe River in the western exit of Qian’an City is transportation hub that connects the eastern part with the western part of Qian’an City, and also a main passage to the western industrial zone where Shougang Mining Company is situated. The project has a total length of 10890 meters, which the bridge of 1800 meters and its approach road of 9000 meters. The road is designed according to Class-I for main trunk road in city, and bridge is designed to Grade-A for urban road. The designed load is super vehicles of –20, and trailer vehicles of –120. The project, with roadbed of 31.6 meters, covers a land area of 0.52 million meters. After completion of the project, it shall greatly promote local social and economic development. This project is undertaken by Traffic Bureau of Qian’an City.
2. Construction conditions and economic benefits analysis
The feasibility study report, prepared by China Huabei Design Institute of Municipal Facilities, has been approved by Tangshan Development & Planning Commission in TJT (2002) Document No.122. The bridge has been approved as a toll bridge by Construction Department, Financial Department and Traffic Department in JJZH (2003) Document No.33. It has been listed, by Hebei Provincial Office for Key Projects in JZB (2002) Document No. 51, as a key project on December 26, 2002. The total investment is estimated to be USD 23.85 million, and proposed foreign capital is USD 15 million. After completion of the project, toll of USD 4.5 million shall be collected on motor vehicles that pass the bridge, with pure income of USD 1.96 million. The investment recovery period shall be 12.2 years.
