一、项目内容
环保型双节低碱硅酸盐水泥熟料，是河北省建筑材料办公室确定的重点发展的绿色环保型建材产品，该项目综合利用“三废”，以自有专利技术生产日产2000吨新型干法低碱高标号水泥熟料，产品按国家规定享受税收减免优惠，经济效益良好，市场前景广阔。项目承办单位唐山协兴水泥有限公司是1992年设立的中外合资经营企业。该公司2000年通过了ISO9002质量体系认证。
二、建设条件及效益分析
日产2000吨环保型双节低碱硅酸盐水泥熟料项目，是经河北省经济贸易委员会批准立项的河北省重点建材生产项目。采用附近石灰岩矿区的优质石灰石作为石灰质原料，当地丰富的铁矿尾矿砂作为硅铁质原料及粉煤灰等工业辅料。项目总投资2400万美元，拟利用外资2100万美元，项目建设期一年。项目建成后，年新增高标号水泥熟料60万吨，实现销售收入1500万美元，利润390万美元，投资利润率16.2%，财务内部收益率16. 62%，投资回收期6.2年。

1. Content of the Project
Low-alkali Portland Cement Clinker of Environmental Protection and Energy-saving type is a green building material encouraged by Hebei Provincial Office for Building Material. In this project, comprehensive utilization of “Three Wastes”, based on self-owned patented technology, to produce 2000t/y wet-method low-alkali high-grade cement clinker. The product is in line with the National preferential policies on tax reduction, and the project, with broad market prospect, shall achieve better economic results. The project shall be constructed by Tangshan Xiexing Cement Co., Ltd., which is a sino-joint ventures established in 1992. The Company passed certification to ISO 9002 quality system.
2. Construction conditions and economic benefits analysis
Being approved by Hebei Provincial Economic and Trade Commission, the project of 2000t/d Low-alkali Portland Cement Clinker of Environmental Protection and Energy-saving type is a key project that produce building materials in Hebei Province. High-quality limestone in lime rock mining area is used as raw material, and locally abundant iron ore tailings and polverized coal ash as auxiliary material in this project. The total investment is estimated to USD 24 million, and the proposed foreign capital is USD 21 million. And the construction period is one year. After completion of the project, the output of high-grade cement clinker shall be increased by 0.6 million tons yearly, with sales income of USD 15 million, and profits of USD 3 million. The investment profits rate is 16.2%, and the internal financial earnings rate is 16.62%. Investment shall be paid back in 6.2 years.
